Carroll County
Overview:
Carroll County is a vibrant and growing county located in northwest Georgia, USA. We are uniquely
situated between Atlanta, Georgia (1 hour, east) and Birmingham, Alabama (2 hours, west) with
Interstate 20 running through the northern part of our county. Carroll County enjoys the amenities
of Atlanta but maintains a real sense of local community. We also benefit from a large regional
airport, a growing state university with over 10,000 students, a comprehensive technical college,
and strong public and private schools.
Carroll County is a regional economic center with seven municipalities and a pro-business county
government. We have a population of slightly over 100,000 and a retail and employment draw of
approximately 600,000. Carroll County has a diverse and growing industrial base and retail and
service sectors continue to grow rapidly. Our county is comprised of business leaders, partners,
and supporters who are committed to creating a vibrant community in which to live, work,
and play. We call it the "Dynamic Balance".
History:
Carroll County was formed in 1826 from land ceded by the Creek Indians. Original Carroll County included
the former Creek Indian Land lying North and West of the Chattahoochee River and was bounded on the North
by Cherokee Land and stretched South to West Point. It was about 40 miles wide and 100 miles long.
Population in 1850 was 8,256 with 1,101 slaves. The County takes it's name from Charles Carroll, one
of the Signers of the Declaration of Independence. The County Seat is Carrollton.
County Profile:
Carroll County is located 45 miles west of Atlanta and 90 miles east of Birmingham. Carroll is the heart of
west Georgia and forms the western boundary of metropolitan Atlanta. It is easily accessed by Interstate 20,
US Highways 27, 78 and eight state highways. The county offers visitors and residents alike 495 square miles
of beauty, recreation and history.
Population
Carroll County's population of 92,000 lives, works and plays in seven picturesque towns, ranging from the
smallest, Roopville with 248 residents, to Carrollton with a population of more than 20,000.
Climate
Long warm summers and short mild winters are enjoyed by Carroll Countians. The average temperature for the
year is a cool and comfortable 62.2 degrees.

Auto Tags
If you are moving to Carroll County from out of state, obtain your auto tag within 30 days of residency. You may change the title and get new tags at the Carroll County Administrative Building, 423 College Street, Carrollton. Bring with you: proof of ownership, insurance and residency, mileage and the original title or name and business of lien holder or copy of the lease agreement. The tag fee is $20. Taxes
City, state and county real estate taxes are due by December 1st of each year. Senior citizens may be eligible for some exemption based on age or income. Returns are based on property owned January 1st of each year. Residents within city limits may call their respective City Hall for information about homestead exemptions. Voter Registration
Registration is done at more than 30 locations throughout the county. Newcomers are encouraged to contact the main voter registration office at the county administrative building,770-830-5824, for more information.

Business License
Licenses are issued at each of the seven cities in the county. Licenses are required in the county for any services provided to the public. Commercial fees in the county are based on the business' gross revenues, and are renewable by April 15th each year. First time applicants pay a $25 administrative fee. Home occupation licenses in the county are $150 per year, also renewable yearly. Full-time, award-winning recreation departments operate in Carrollton, Bowdon and Villa Rica, while part-time programs are provided in Temple and Mt. Zion. Outdoor Recreation
Outdoor enthusiasts flock to the nearby fields and streams in quest of wild game, largemouth bass, crappie or bream. With a pleasant year-round climate and four distinct seasons, Carroll County proves an open playground for sports enthusiasts.
Lake Carroll in downtown Carrollton, Lake Paradise at Moody Park in Villa Rica, Lake Tisinger near Bowdon and lake Buckhorn in the northeast section of the county also provide aquatic pleasures for local residents. Serious fishermen can test their skill with some of the world's biggest bass at nearby West Point Lake.
If you enjoy spectator sports, you can usually find a game going on, thanks to the full calendar provided by the State University of West Georgia and the local high schools. If big league action is your passion, games with the Atlanta Braves, Hawks and Falcons are only an hour away.
Golf enthusiasts will find five courses, including Sunset Hills Country Club, a full-service private facility. The three public courses are Fairfield Plantation, Oak Mountain Golf Course, The Frog Golf Course at The Georgian Resort, and Bowdon.
Tennis players congregate at any of the four court facilities operated by the Carrollton Parks and Recreation Department at Lakeshore, Knox Street, Longview or Oil Park. Villa Rica and Bowdon also provide tennis courts.
The largest state east of the Mississippi River, Georgia provides the best of all worlds - the mountains of North Georgia, the Atlantic beaches and enough historical treasures and points of interest to last a lifetime! The state has been rated one of the most desirable "quality of life" locations in several recent polls. Perhaps this is why it's one of the three fastest-growing states in the nation and is the third largest movie production site.
Closer to home, right here in Carroll County, growth is occurring at a rate two and half times as fast as the rest of the state. Nestled at the foothills of the Appalachian Mountains, Carroll County enjoys an altitude that varies from 850 to 1500 feet above sea level. Three rivers - the Tallapoosa, the Little Tallapoosa and the Chattahoochee - wind their way through the county.
John Tanner State park, just south of Mt. Zion, is a multi-use outdoor attraction with swimming, boating, picnicking and camping facilities. Situated on a beautiful 136-acre site, the park features the largest sand beach of any state park in Georgia. On any given day during the season, you can expect to see as many as 500 folks soaking up sun or splashing in one of the two available lakes. There are also exercise and nature trails, canoe and pedal boat rentals, miniature golf, lodge accommodations, and tent and trailer campsites. The park is a setting for family- oriented fun or reunions.
Another popular retreat is the historic McIntosh Reserve, a 487- acre scenic park adjacent to the Chattahoochee River. Managed by Carroll County, this site is open for camping, hiking and picnicking. Located three miles west of Whitesburg, the McIntosh Reserve was once part of the former Creek Indian Chief William McIntosh's plantation, Lochau Talogau. The annual McIntosh Festival, held every September, commemorates McIntosh's colorful life and dramatic death. The festival features arts and crafts, a road race and entertainment over a two-day period.
Local libraries, movie theater, exercise and fitness centers offer opportunities for other leisure-time pursuits.
